Minutes of the PCC meeting
2nd April 2007

David H opened the meeting with the psalm for the day and a prayer.

Health and Safety
John Winward was thanked for attending the meeting and asked to outline the new Health and Safety regulations which now appertain to historical buildings. He took us through the numerous rules which will apply to St Andrew?s, St Peter?s and the Parish Rooms regarding control of asbestos, cleaning substances, electrical equipment, first aid etc. It was proposed by Mary Burgess and seconded by Alex Henderson, that John would act as our Health and Safety Consultant and it was decided a small group of people, to include Bob Howard, Brian Evans, Peter Ladd and Alex Henderson with Yvonne Albon as Secretary, should co-ordinate this work and report back to John. The churchwardens were asked to attend the meetings also.

Faculties
Eric reported that at present the first stage of the Faculty for the North Aisle, Bruen Chapel and Font window repairs had been reached. An emergency license has been granted so work can be started on this work. The Faculty for the protection of the East window and behind the choir stalls had reached its second stage and once again, an emergency license had been granted so the work can be started.
A quote of £2,200 for the protection of the North windows had been received but the Treasurer asked if this work could be deferred for a year. All members agreed to this.
The Faculty for St Peter?s re-ordering had been before the Diocesan Advisory Committee but the outcome had not yet been received. Michael Hawes then informed the meeting that a small committee consisting of David Herbert, Ron Fuller, John Edwards and himself had been formed to draw up a Lottery bid which needed to be completed by the 30th April. So far, with fund raising and promises, one third of the total cost had almost been reached; this is necessary before putting forward the bid to the Lottery. Michael asked if there were any ideas for the last £3,000 to be donated or promised. After discussion, it was decided that the Trustees of Duddon School Trust would underwrite the extra £3,000. Michael was then thanked for all his hard work and dedication to this project.
Eric had received information regarding further installations by T-Mobile at St Andrew?s church. After querying this he had received a letter and plans from QS4 outlining a proposed second box installation. After discussion, Eric was asked to write to T- Mobile for clarification regarding this second box and also the rental charge before the PCC would be willing for this to go ahead.

AGM
The Agenda for the AGM on the 30th April was discussed and as in previous years reports were asked for by the 23rd April allowing a small booklet to be compiled. It was decided that Harry Wilson should be asked to give a short written report on the Parish Grapevine. There would also be one from each of the Focus Groups.

Deanery Synod Report
There had been a meeting on the 8th March. A report on the General Synod sessions, held over four days in the refurbished chamber at Church House, was presented to the Deanery Synod. Various major topics had been discussed and a copy of this is on file.

Clergy Report
David felt there were signs of improvement regarding children and young people in the parish. He had attended a training day on Child Theology along with Mary Burgess and emphasised that children should be central to our thinking. A post Godly Play group for children from both churches was to be discussed by a group of mums and further developments were expected.
David took the opportunity of thanking the PCC Committee for all their hard work over the past year and said he felt they were a good team.
Although this next item was discussed at the end of the meeting it was part of David?s Clergy Report. He suggested that after the AGM certain Focus Groups would change their role. The Worship Group would consist of Clergy and Readers and focus on preaching and the leading of worship. This group would meet three times a year. The Mission Group, whose aim will be to develop mission and ministry in the parish, would again consist of Clergy, Readers and Pastoral Workers. The original Mission Group would continue as the Ecumenical Group and would continue to meet with Tarvin Methodist Church to promote Christian Unity and joint events. Eric Plenderleath asked if an explanation of the new groups could be published in the Grapevine to help parishioners understand the differences between the groups. This was agreed.

? Eric had signed an affidavit regarding part of the Vicarage Garden being sold. Proceeds going to the Diocese.
? Margaret Marr had contacted the Kemp Society regarding one of our stained glass windows and the information she received had been passed to Eric.
? The Archdeacon?s Visitation for Churchwardens and Sidespersons is on 8th May at St John the Baptist, Alford.
? The Summer Fayre this year will be held on Saturday 7th July. Karyn Bright, the organiser, had sent details regarding Tarvin School PTA holding a 2 week event with a theme of Rumble in the Jungle. As the Summer Fayre falls on the middle weekend of this she asked if we could follow the theme at the Fayre. This was agreed.
? Cheshire Constabulary will be holding a thanksgiving service on the 24th April at Chester Cathedral. A poster would be displayed in church and tickets would be available.
? Yvonne Albon had received a copy of the Cathedral News Sheet but unfortunately it was too late to have certain items publicised in the Grapevine. She asked David if he would mention these forthcoming events on the Sunday Network Sheet.
? Susie Connolly and Pam Kelly, as requested, been looking for a suitable area in the graveyard for quiet prayer and thought for bereaved parents of still born and neonatal babies. They felt they had found the right grave in the old part of the cemetery. She was asked to check if there were any relatives still living before going ahead with this project.
? David Herbert told us that the main noticeboard inside St Andrew?s would be used for the Good Friday workshop.



The next meeting will be the AGM on Monday 30th April 2007.
