Minutes of the PCC meeting

10th September 2007. 7.30pm

St Andrews in the Parish Rooms

1. Apologies
Judith Brown. Tony Knowles. Ken Huxley. Michael Burgess. Peter Ladd.

2. Minutes of the last meeting 03.07.07. Formally Agreed

3. Welcome and Prayers
The collect of the day was said by David.

4. Matters Arising
The matter of using candles in church was raised again, members expressed the need to have a full health and safely risk assessment performed on the use of candles in services and also those lit by people visiting the church.

Harry very kindly offered to buy a purpose built candle stand like those in use in many churches throughout the United Kingdom for those visitors wishing to light a candle for a quiet moment of prayer. Some members expressed a clear objection to the use of candles in church at all. It was suggested that the sighting of this stand be the Bruen Chapel but members expressed fear of the amount of old wood which could be considered a fire risk in that area. Other members suggested the entrance of the church be the place.

Then followed the suggestion of a Pebble pool in use in some churches but this will require electricity. This is used in some churches as an alternative to votive candles.

The fire danger at the Christingle service using by the use of candles was brought up.

ACTION
The issue of candles and safety at Christingle was then passed over to the Buildings group.
The Pastoral focus group were asked to look at the position of the candle stand when supplied in more depth.

5. Fundraising
Harry expressed concern over fundraising events in the village clashing.
It was expressed that we must communicate with our Methodist friends.

The ecumenical group must be consulted. David agreed that we must do our best not to clash with others and to communicate but felt it almost
inevitable that this would happen from time to time.

It was noted that the Chester Bach Singers want to use St Andrews Church on December 9th. It was noted that the Sunday evensong would have to be cancelled to accommodate the function.
The committee where reminded by David of the fundraising meeting at the Copper Kettle on Wednesday.

6. T MOBILE
Eric expressed frustration at the communication of this company. They are very slow in coming back with information for the committee. Eric had requested information in April regarding more funding and the adding of extra equipment. To date he has had no communication from them.
Eric then added that the very good news is that we should receive an extra £3.500. additional payment for having the mast.

7. Windows
Jane Parker stated the very good news that permission had been granted to protect the south window with polycarbonate with a donation having been made by a very kind parishioner to pay for this work. The committee expressed a very big thank you for the very generous donation.

8. Legacies and Wills Policy
David informed the PCC that a very large donation of £20.000 was recently given to St Andrews from the estate of the late Margaret Carroll.
The PCC expressed their thanks for this generous gift. They agreed that publicity should be given on the issue of wills and legacies using resources available from Church House.

9. ACTION
That Michael would begin to formulate a policy and Janet would obtain more sample leaflets from the diocese in order to formulate which one we would use. It was agreed that the donation from the estate of Margaret Carroll be acknowledged in the next issue of the Grapevine giving thanks on behalf of the PCC.

10. Back to Church Sunday
Leaflets for this Back to Church Sunday had been supplied by a Christian publisher. These leaflets are to be distributed house to house in the parish and also passed on through family and friends. A list was provided for village distribution.

11. 1307 And All That
It was decided by the committee that we will celebrate 700 years of worship and commemorate Nicholas De Blaston the first recorded Vicar of Tarvin . This shall take place on November 25th in the morning service. .
Action
David, Mary and other members of clergy will finalise plans for this service.

12. Evening Services
The decision was taken that when there is no Communion service at 10.45 there will be Communion at 6.30.

Action
Mary Burgess agreed to write an explanation for the parish Grapevine, and in future will show which Sunday Specials are non-eucharistic.

13. Clergy Report
David wished to say a big thank you to volunteers of the Open Church Project. This has been a very successful undertaking with 86% coverage.
Many people who have helped have been from outside the parish.
The committee were reminded that Bishop Peter is visiting St Andrews on January 27th 2008.

Confirmation
Discussion was had on deciding the age that children can be admitted for communion and confirmation. Presently the age of admission for children is from 16 years of age. Fear was expressed at loosing children from the faith if confirmation age was prolonged. It was decided that the age of admission to our churches remain the same at age 12.



15. Dates For the Diary

Sunday 16th December Carol Service for children at 4.30pm

Sunday 23rd December General Carol Service at 6.30pm

Monday 24th December Crib Service at 5pm

16. Beulah
David told us of the wonderful news that some friends who had supported the Willington Hall fundraising event at Willington Hall had recently visited the Beulah School in Bungoma. They were so impressed that they actually visited the school and gave a gift of £10.000.

Donna Okell, Jo Richards, Harry Wilson, Jim Wigan and an accountant are hoping to form a charity for Beulah.

17. Ministerial Development
A very informative talk was given by Richard - our new Deacon on the issue of ministerial development and its objectives. The PCC wished him well in his new challenges.

18. Focus Groups

St Peters Reordering
Ron reported that there had been a meeting that afternoon .
The news being that the total cost of this project could now be as much as £190.000 with only £70.000 available in funds. An application to raise another £120.000 from the lottery fund had been refused.
Points raised by the DAC were being addressed by the architect and the Space Project Steering group prior to the faculty application.
The group where now exploring other areas where grants can be made available. The next meeting was now 12.11.07
Members expressed concern over how the cost has risen so much.
It was agreed that all avenues of cost saving should be explored without losing sight of the vision for the Space Project.

Pastoral Focus
Holiday at home had been a very successful event run jointly again this year with our Methodist friends. Thanks where given over the efforts of all involved making a very real difference to the elderly of the parish.
The sum of £150 was raised to put towards next years event.

Mission Group
There was a reflection on Luke 10 the sending out of 12 and what we would take with us if we went out on a mission.
Discussion in depth of what mission meant for us as individuals.

Plans for the future include an Easter passion play in Tarvin village on Good Friday with the Methodist Church. Discussions where held on Music. Summer trips, Back to Church Sunday and Beulah. Next meeting of the group 25.09.07

Buildings
Please see members? report of meeting attached to this document.
Alex expressed concern over the South Aisle roof painting outlined in this document and if indeed painting it may spoil the feature.
Action
That advice be sought from the English Heritage regarding this matter.

Finance
Mary reported in Michael?s absence that he wished to convey that the finances where satisfactory at this point.

Ecumenical Mission Group
Yvonne informed the meeting that from now on the group was dropping the word mission and in future would be known as the Tarvin Ecumenical Group.
The Living Hope evening turned out to be wonderful with the talk from Gwen Backwell on Palestine.

Electoral Roll
Nothing to report.

19. A.O.B
National Aerials Agreement
The PCC received details of the changes that have taken place with regard to the Archbishops? Council of the Church of England.
This reflects the variation in the basis on which the increase in the national rate card is to be calculated and indicates an additional payment to the PCC equal to the total annual licence fee under the PCC licence.
To be paid in four equal instalments on the usual quarter days commencing 25th December 2007 . This change was accepted by the PCC and the appropriate form of acceptance was signed by the incumbent and secretary .

Chester Chronicle
An article featured in the Grapevine had recently appeared in the Chester Chronicle. David stated that we could expect that to happen from time to time and this was good.

Dog In Church
It was brought to the PCC's attention that a couple had recently attended the Sunday morning service accompanied by their two dogs. Susie told the meeting that one of these dogs had on another occasion bitten her mother in church. It was also noted that they lived outside the parish and where just passing through. Fear was expressed by members that these dogs may hurt a child or elderly person .

Action
The vicar would address this problem should the occasion arise again.



Floodlighting
Alex remarked that the floodlights of the church where on till 11.30pm at night. As we are supposed to be mindful of energy saving he thought that they should be turned off sooner.

The business of the committee being finished the meeting ended at 10.45PM.
